Technical guidelines for habilitation procedure and appointment as a professor procedure

  1. If the candidate’s application for a habilitation or appointment procedure fulfils all the requirements under Act No. 111/98 Coll., and under the Directive of the Rector of Masaryk University, a vice-dean for science asks the relevant scientific guarantor to propose a habilitation or appointment committee, which must include one foreign professor (unless one of the letters of recommendation in the appointment procedure comes from a foreign professor). The proposal must include names with academic titles, workplace addresses, or home addresses. The proposal for the opening of the procedure shall first be discussed by the Dean’s Committee for Science, three weeks prior to the Scientific Board meeting. The proposal is then submitted to the members of the Scientific Board.

  2. After the committee members have been approved by the Scientific Board of the Faculty of Arts, the dean of the faculty appoints the committee for the habilitation and appointment procedure.

  3. The chair of the habilitation or the appointment committee takes over the documentation submitted by the candidate to the Department of Science at the Faculty of Arts and organize all the preparations and meetings of the committee including the relevant administration.

  4. The candidate submits the habilitation file in four copies (1x for archiving at the Faculty of Arts, 3x for sending out to the opponents –will be returned).

  5. The three opponents of the habilitation file are proposed by the habilitation committee to the vice-dean for science (an opponent cannot be an appointed member of the habilitation committee). The proposal must include names with academic titles, workplace addresses, or home addresses. The Vice-Dean for Science will send the habilitation file with a mandate to the appointed opponents.

  6. All written documents submitted for the habilitation or appointment procedure must be in duplicate. Only the notary-certified copies of diplomas, certificates, and similar documents are submitted in one copy.

  7. The chair of the habilitation procedure committee shall arrange for the Department of Science at the Faculty of Arts, MU:

    a. The minutes from the first meeting of the committee (a statement that the candidate provided all required written documents, the exact name of the field, the identification of the opponents, their full names, including the academic titles and the workplace or home addresses, the date and the topic of the public lecture).

    b. The minutes from the second meeting of the committee (a statement that all requested reports of the opponents were submitted, and a statement of the committee on the submitted reports. A recommendation of the committee on whether to continue or terminate the procedure, as well as a proper justification for all the conclusions and statements: the committee will also define the topic of the habilitation lecture and present it in these minutes). At the second meeting of the committee, the evaluation of the lecture for the professional public is also discussed and is prepared by the appointed evaluators.

  8. The chair of the professor evaluation committee shall provide the Department of Science with the committee’s minutes from the meeting, which shall contain the data referenced in Article 74, paragraph 5 of the Act, and an evaluation of the lecture for the professional public.

  9. The actual written proposal for the candidate’s appointment as an associate professor or a professor in the given field together with the minutes of the committee’s meeting and the evaluation of the lecture for the professional public shall be submitted by the committee chair at least 21 days prior to the Scientific Board meeting at which the procedure is to take place.

  10.  After submitting all the documents of the habilitation or appointment committee, the committee chairs shall agree with the vice-dean for science on the date for the procedure at the meeting of the Scientific Board of the Faculty of Arts. The chair of the habilitation committee or the chair of the professor evaluation committee will arrange the invitation of the candidate and the members of the committee to the Scientific Board meeting with the Department of Science.

  11.  The habilitation procedure or the appointment as a professor procedure is held in front of the faculty’s Scientific Board in the presence of, as a rule, all members of the committee and, in the case of habilitation, of all the opponents too.

    a. Their participation shall be ensured by the chair of the committee. An absence can be excused only in the case of serious obstacles (illness, stay abroad, etc.).The minimum number of attendees is usually considered to be: three members of the committee (two external ones) in the appointment procedure, and three members of the committee and one opponent (in any case, at least two external ones) in the habilitation procedure.

    b. If the absence of the members of the committee and the opponents is too high, the Scientific Board will consider and decide, whether, in justified cases, to continue or whether to adjourn the procedure.

    c. In the non-public part of the discussion, the Scientific Board evaluates the level of the habilitation/appointment lecture, the qualification level of the candidate, the opponent’s reports, and the arguments that the candidate presents in the discussion. At the end of the habilitation/appointment procedure, the Scientific Board acts by a majority of all its members on the proposal as to whether the candidate should be appointed as an associate professor/ professor.
